Can a Canadian Visa Officer Reject Your Application Without Providing A Reason?

The answer is a NO.

I read an article published in tribune India titled Canadian study visa rejection rate touches 50%, Punjab students turn to UK. After reading this article some people may infer that  Canada is rejecting student visa applications from India without proving any reason.

As a licensed immigration consultant, I wanted to emphasize that a Canadian Visa officer is not allowed to reject any ‘complete application’ presented to them without providing a reason. Therefore, in my opinion the quotation provided by unsuccessful student visa candidate in the article mentioned above is likely not true.

The number of applications for Canadian student visa has increased tremendously after post COVID opening of Canada. Data published by IRCC shows that in 2022 approximately 230,000 applications were submitted by applicants from India. High number of applications is causing more rejection as all applicants are competing among themselves for certain numbers of visas that can be issued per year. As of September 2022, the overall average student visa refusal rate combined for all countries was 30% whereas the number rejection for many Indian states reached as high as 60%. There is no doubt that the number of rejections for study permit for Canada have increased for Indian students but visa officer cannot  and will not reject an application without providing a reason in the rejection letter.

Most of these rejections are based on some common reasons that include: financial inadequacy, elected study program not matching with previous academic experience or employment background, doubts about admission offers in the light of college/university’s designated status / IELTS score requirement, lack of intent to return to home country etc.

To avoid rejections visa application should be filed diligently by upfront addressing common reasons of rejection. The most crucial document in the application package is a statement of intent or purpose (SOP)  that should be used  to present the applicant to the visa officer in a most effective way. To increase the chance of success, applicant’s academic achievements, work experience, future career plans aligned with program of study and job market in their home country, and their strong ties with home country should be discussed in details.
